TeX/LaTeX to HTML converter

Essentially, convert (nicely) a TeX or a LaTeX document to the latest capabilities available with HTML. The idea - similar to the one for the project SGML-to-HTML - is to develop document in a well developed format (e.g., SGML, TeX/LaTeX) and only convert to HTML at the last moment, using the most advanced features available. When HTML becomes more powerful, you only have to redo the filter, not your entire collection of documents.

It would also be good to have a system (a home page with a CGI script) that would allow people submit entries for a BibTex archive to maintain a bibliography on some topic.

Submissions could be monitored, and those that are approved, would be entered in the master file. (This is somewhat similar to the Colloquium Announcement Manager project.)
