The fix is to add a 47K resistor connecting pin 17 of the 'hc244 to +5v. There happens to be a through-hole that goes to pin 17; on the solder side of the board, you can insert one lead of the needed resistor into this through-hole. A convenient place to attach the other lead of the resistor is pin 16 of either L293D chip (i.e., +5v). * the 'hc138 chip is not grounded. Add a jumper from pin 8 to ground.
